An arm resting around the neck is much more intimate than across the shoulders.

Compare:

On the left, the hand is resting on the shoulde.r
On the right, the arm is definitely more around the neck.  It's definitely a more intimate contact.

Also look at the hips.  The direction of the hips is always a good indicator of the relationships between the two guys.
On the left, both pairs of hips are pointed to the camera.   On the right, the guy with the butt-brush beard is more angled towards his buddy.
